Rob Carson
Founder and CSO
Rob is the Founder and Chief Security Officer of Semper Sec. With over a decade working in information security management, Rob has held positions as Vice President of Operations at InteliSecure, Director of Security at Cherwell Software and Director of Programmatic Services at Celsus Advisory Group. In addition to his private sector experience, Rob served as an infantry officer in the United States Marine Corps for seven years. Rob built and led high performing teams, resulting in mission accomplishment through troop welfare. His passion for excellence was shaped by his time in the Marines, where he was taught discipline, persistence, and the value of simplifying complex tasks to drive success.
Rob has built highly successful information security management systems, implementing, and maintaining certifications for ISO 27001:2005/2013, PCI and HIPAA. He has achieved a Bachelor of Science from Texas A&M and a Master of Science from the University of Maryland University College; He holds the following certifications, CISSP, CISA, and CCSK.

Chris Modlin brings over 7 years of cyber risk services experience and more than a decade in B2B relationship-driven selling and consultation. He partners with organizations to design security and compliance solutions that not only strengthen their security posture but also support growth and improve the bottom line.
Chris specializes in building long-term client relationships and delivering lasting value through clear, practical guidance. His background includes consulting on ISO 27001, NIST CSF, CIS, and SANS 20, as well as leading initiatives across data security strategy, cloud security (IaaS, SaaS, PaaS), privacy, and managed and monitored security services.
As a trusted advisor to Semper Sec clients, Chris is passionate about simplifying complex security requirements and helping organizations turn compliance into a strategic advantage.
Bradley Stine
Co-Founder and CEO
Bradley is the Co-Founder and Chief Executive Officer of Semper Sec. As a cybersecurity leader having a demonstrated history of working in the computer software industry, he brings profound knowledge to the organization. Prior to joining Semper Sec, Brad has held positions as Chief Technology Officer at Colorado Attorney General’s Office, Security Assessments and Incident Response Manager at InteliSecure, Director of Security at Cherwell Software and Senior Manager at Deloitte.
Throughout his career, Brad has played a key role in the development and delivery of technology-driven business solutions, including projects centered around cloud transformation, CI pipeline automation, and identity access management.
Brad is highly skilled in Analytics, Incident Management, Vulnerability Management, ISO 27001:2013 and Enterprise Architecture. He has an extremely knowledgeable computer science background and holds a CISSP certification.
Javan DeGraff
GIAC Information Security Professional (GISP)
Javan's expertise encompasses both offensive and defensive security, and some of the highlights of his career include managing the security program for a law firm on K Street that is worth a billion dollars and managing an ISO program for large-scale businesses. Javan, who is known for being "an exceptional strategist who conquers ISO challenges with creativity and expertise," strikes a mix between technical mastery and a creative approach to problem-solving.
